I adopted my daughter from India, and she is the biggest blessing of my life. Parenthood will change your life - and going through an international adoption is something that you will mark as the peak experience of your life.
It isn't easy - it takes a lot of research and time and patience. And it also takes a strong stomach, because the politics and situations in countries can turn on a dime when it comes to overseas adoption. You could start by doing a Google search on adoption in the country you are considering. Also, a great place to start would be to contact a social worker in an agency which does home studies for international adoptions. They can get you started on learning the nuts and bolts of the process.
Good luck!

I don't have any info from personal experience. But I do know if you will adopt, be ready for a long haul and ready to shell out a lot of cash. You can foster some children in the US and then adopt later if they are put up for adoption. Otherwise, it's always a good idea to check into through a church group where you know the adoption would be reputable and safe.
Good luck!

My best friend's son, and his wife, adopted two oriental children. One girl came from China. That was quite an experience, because my friend made the trip to China to pick up their new baby. Up to the point where they went to pick up the baby, everything was handled long distance, through an agency. There was a two week stay involved when the adoption was finalized. The other daughter came from Korea, and she was delivered, by plane, to the west coast of the USA. The selection process and paperwork were all handled through an agency. They are thrilled to have those girls who are now teenagers.
The expense depends upon the country of origin. Different countries may require that you stay there for a period of time, and the costs of the adoption will also vary from place to place. There is no definitive answer. A couple from our church adopted a baby from Russia, and they had to stay there for a month while the adoption was being processed. They made two other trips to Russia prior to the final paperwork.
There is no specific answer to your question, because the specifics depend on which country you chose to search for a baby.

I do not personally have any experience with this, but know of a few people who have successfully adopted children from the Ukraine and China. They have been very pleased.
