You shouldnt leave them unattended if you want it to stop. Or you could just put it away somewhere out of reach or inside. I mean there really is not other way to stop the madness unless you either watch over them or put your plants away. Thats what any website would say. I sound mean right now but really its the truth so you have to do either one or get used to the continuous madness.

Mix water and hot pepper (cayenne) powder. Spray on the pots while they are empty. Pretty soon the dogs will get the idea that this is not somehting they want to touch - then you can plant again.
FYI - pepper does not hurt them and will not hurt the plants.

get some spay that won;t harm plants they animals hate and they won't go near it or just move the plants somewhere where they won't get it. or you could put something interesting out there.... maybe like a lot of balls or ropes or a mini swimming pool in the summer for them to play with.

You can spray a yucky smelling spray on the plants. I know there is a product people use to keep deer from eating their shrubs.

plat with them for 20 minutes , running games BEFORE you head out... getting them tired will make for quieter play while your gone one. chase, fetch, tag, ball, frisbee... and then load up an enrichment type toy with dog food, or peanutbutter or kibble. i like to do all that AND crate them after play with a toy they have to "fish" out the kibble...keeps them quiet AND busy at the same time...
