Hacking Computer Programs.?

Is there programs you people use to "hack" into computers or just play around. And also is there a downloadable program i can use to put on a CD and use on diffrent computers to see all the passwords and usernames on the whole computer?

No. Passwords are encrypted and cannot be decrypted by anything you can get.
