Your local chapter of the Salvation Army, ours here has coat and mittens give away plus parents can come in like a week before Christmas and "shop" donated new toys for their kids. Also call your local Marine Corp League they do the Toys for Tots program. Check with some of the churchs, many do giving trees or adopt a family program. Good Luck and God Bless.
I seriously would stop telling them they aren't getting anything from Santa. In the first place Christmas if over a month away. Surely even if he doesn't seek help he can spend a few dollars at a dollar store on some candy and squirt guns or little cars.

The Salvation Army can help with toys. My husband had this experience as a child. Also, talk with some local churches. I am sure someone will help with the little boys' Christmas if they know of the situation. Bless their hearts. That's what Christmas is all about.

As said in many of the other answers, there are agencies that assist families with Xmas gifts for children. My local church sponsors families for the holidays, the county social services departments collaborate with the community organizations to provide gifts. I am more concerned about "it really hurts me to see this year after year". If you are saying that your brother is unemployed every year for the holidays, he might want to get into adifferent field of work. Also, if this is important to him, he may want to find work outside his field. There are tons of jobs, maybe not what he particularly likes or wants to do but it's not about him really, it's about the kids.

the best present he can give them is to go get a job. and support them , why people have kids and choose not to support them is crazy. those babies should not have to suffer because of his lazy ness, and if you see where he is good for nothing in there life report him christmas comes once a year what does he do for them the other 11 months

I'm sure you have a local freecycle group. I belong to one. I'm sure that the people that belong to that group will be happy to give gently used toys and clothes. www.freecycle.org
Some other children's charities I have heard of are Toys for Tots, Pennies from Heaven, Coats for Kids - I am sure there are many more.
Also, he may be eligible for public assistance (more than unemployment) that could help with finances.
In my family, we only give gifts to the kids and not adults for christmas so that we have more to give to the kids.

The freecycle is a local website (in your city) Anyway, it's a local site where you can gift / offer / request anything...and it's all free. You would have to go and pick up the items yourself, but they give away anything from baby bottle coupons to car parts!
