I'm from a small state and the quality, overall with many exceptions, of local law enforcement in small towns is quite low. Again, there are many notable exceptions. By and large, however, you see guys working for very low wage, who are generally very unfit, who typically don't possess a degree of any sort, and who were unable to get on with a better paying, larger agency. For those who contend that they have never applied to a bigger agency, I've found that either they're lying, or that they haven't applied elsewhere because they don't meet minimum standards, or because they realize they aren't strong candidates from the onset of hiring processes. And FYI, police recruitment---in some areas more than others---is way down nationwide. Just ten years ago, my state agency would gather several thousand applicants for only a handful of openings. Today, maybe 200 people apply for a similar number of positions during recruitment drives. And this is for a STATE agency that pays fairly well (relatively speaking). I can't imagine the quality of applicant, or lack thereof, small towns are attracting.

Actually no. Most smaller departments can't afford to hire applicants with excellent qualifications. Small town budgets don't allow it. There are usually larger departments that pay better and have better employment packages to offer those applicants with excellent qualifications. Unfortunately, smaller departments are often forced to hire larger department rejects and misfits. That's a sad, but very true statement. accredited

It probably depends on the department, in general I'd say it is about half and half. There are a lot of officers who are well qualified and some who aren't so well qualified.

The last time I checked the only qualification you needed to join the force is a high school diploma. Excellent qualifications? I think not.
