I don't know what is needed to have a good collection or if I need permission to have photos of businesses or people.

Take pictures! Go to a couple of the stock agency websites and read their submission guidelines. They tell you what they want model releases for. Some show their bestsellers, mimic them if you want sales.

Just keep taking pictures and slowly develop a large pool of photographs. If you want to sell your photography, or if you are looking to be hired to take more photographs, then make a portfolio of what you consider your best work and figure out who to show it to.
