Everyone who does evil hates the light, and will not come into the light for fear that his deeds will be exposed.

What goes on in the dark comes out in the light. Whatever one shall do being deceitful is really only fooling himself for all things unseen will become obvious sooner or later. God bless

Jesus is referred to as "The Light". So you could rewrite it this way:

Everyone who does evil hates Jesus, and will not come to know Jesus for fear that his deeds will be exposed.

people do not want to be exposed for their wrong doings...to coming to christ requires repentance and asking for forgiveness of those sins...evil people fear christ will expose their sins

from what I see it means that those that have committed transgressions will not put them into a position of being being caught out of fear of punishment.
