when there is a party with underage drinking, and it gets raided, is there some sort of 20 second rule. if there are a lot people, that the cops can't take them all in, is it normal for them to give 20 seconds for everyone to get out?, then they start arresting.

There is no such thing as a 20 second rule. Believe it or not most police officers are reasonable. It sounds like whoever broke up your party was trying to solve the party "problem" without arresting anyone.

The cops were doing you all a favor. There is no 20 second rule. They were giving you the opportunity to get out before they dragged you all in.

there is no 20 second rule, normally they will attempt to just make everyone be rounded up. And why can't they take them all in, first they normally only write tickets to them and let them go, but they can call in all sorts of transports to arrest them

But of course they may have just wanted to have fun and see how fast they could make you run.
