Cell phones are everywhere over there. Every third soldier has one. The trick to getting them to work is having the correct SIM card which is readily available at almost every local vendor stand. Programmable phones won't work since no one can program them - phones needing the small frequency cards are the only ones that work. Standard Nokia's seem to be the most common. There is a real question of cost - minutes can be very VERY expensive and each command has different prohibitions against the when and where of the phone's usage. The best bet here is to send money and have the soldier purchase a phone, card and minutes there.

As far as I understand it, I cell phone sent from here to there, will not work. Your cell phone wouldn't work if you went to Mexico or London. It has to be compatible with the cell towers in that area. A satellite phone (I think that's what they're called), will work everywhere because it depends on a satellite to work, not on the local towers. However, they are enormously expensive, like in the thousands, are hard to get, and are very, very big.

Have the soldier check as to what cell phones will work there. If it's to be a surprise, ask the Army.

If he is authorized to have one, the cheapest is a Mobal cell phone, which cost $49 US and works in 140 countries, or $99 US in 160 countries. The cost per minute is higher but it sure works pretty well. I use mine everwhere I travel, without having to change SIM cards.

if your soldier wants a cell phone. translators have a black market on "trac phones" going pretty good over there. I bought my cell phone from some locals who had a souvenier shop set up on base. i bought the phone and the minutes from the shop owners. they also had a great selection of bootleg DVD's. I saw starwars episode III on DVD the same day it opened at the theateres in the US! however if his base is out in the desert, he might not have service. its best for him to just use the phones set up by the MWR or USO. or get yourselves webcams and yahoo messenger. my wife and i used cams and headphones to see and talk to each other. yahoo messenger with voice rules! thank you yahoo!

your soldier can purchase a satellite phone over there, but it can be very expensive. alot of soldiers pitch in money together and share the phone because of the cost.

I doubt that you can do it at all since cell phones are commonly used by terrorists to detonate bombs. I doubt that soldiers are allowed to have personal cell phones.

you would have to send a sat phone to the soldier,, but be warned that ther will only be certin times he will be able to use it,, and only with the permision of his CO. other wise he could get in alot of trouble for haveing it and useing it,,that if the commander dosen't take it from him right out.

you can't, cell phones are prohibited in country! many ieds are detonated by cellphones but many units have satalite phones that can be used on base, at no expense to the user.
