Well the words are English. But I don't understand the meaning.
Give us it in a sentence with context.

That depends what you mean by syndicate. If you mean along the line of a work union ("syndicat" en francais), then in English, you should use "Union" (syndicat des eaux = union of water workers)
In English, syndicate means association, without the "labor union" that is immediately present in the French word.

As far as language is concerned "water syndicate" is gramatically correct though as to its meaning.
Presumably you either mean a water company ie Thames water or Three Vallies Water these are the bodies responsible for collection of water to be made ready for distribution to homes, incidently they are also responsible for collecting waste water and cleaning it to a point it can go back into rivers. You alternaticely may mean the Environment Agency the body responsible for all maters pertaining to extraction of water, river and water quality as well as conservation of water and the wildlife associated with rivers lakes etc.

No this is not a recognisable English sentence. You can only really use syndicate to mean body when referrring to people.

Do you mean body of water? Like a lake or ocean? I have never heard of the phrase "syndicate of water".

It doesn't make any sense. I suspect that you mean "body of water". A "water syndicate" could be used to describe a company that supplies water.

If I can remember correctly, "Syndicat" en Francais is an administrator. If this is so, then your subject may be an administrator of water. It could mean a water bailiff or simply somebody who pours the water for others. A water bailiff is responsible for a certain stretch of river or a lake in a given area

A syndicate is a group. bascially.
So no you cant have a group of water.
