starbursts were originally produced in the UK as Opal Fruits (origianlly there was only strawberry, lemon, orange and lime). These (opal fruits) were introduced to the US as Starburst, with the same flavours. The flavours changed later.

Why did they change the name? Starburst sounds crap. Good name for a firework, crap name for a fruity bunch of sweets.
