The best place to start is msconfig, a Windows utility that helps you control your startup programs.
Click Start>Run and type (without quotes) "msconfig" and hit enter/click ok.
Click the Startup tab and you'll see everything that's set to start with your computer. Uncheck anything you don't need.
If you're not sure, just try unchecking it and you'll know if something is missing. It's really easy to run msconfig again and re-enable it. You won't damage your system by unchecking stuff this way.
EDIT:
h4x0r_247 is a moron. A running program can also mean a service or process, one that run completely independent of the user. Try to argue that a Windows system is not a program by definition and see how far you get.

On your key board press in this order: Ctrl, Alt & Delete hold down all at the same time. The task manager should appear. This shows you all the running programs You have to distinguis whih ones you really need which are most of them but there are a few that will bog you down!!!!!!!!!! Here is a site that might give you some insite, information on most of the programs and what they do. And if it actually a virus in disguise.
http://www.answersthatwork.com/Tasklist_pages/tasklist_v.htm
This does not have all of them, if you have one that is running and is not on the list, simply type that program (example VetMsg.exe ) that is in your task manager in a yahoo search or google search. It should pull up something and read what it is for and if it is safe to end it, To end it right click on the program you want to end , the option will appear to end or increase it. Just to be safe right it down in case you need to put it back if the computer starts to freak out. To add back click applications in the task manager, at the bottom click New Task, type the file you ended and add it back if your computer starts to act funny.
You can alway pull task manager up by Ctrl, Alt Delete but if you push it 3 times in a row, it will restart the computer. Go Explore it might mak a big difference in the performance.

unning progams are programs that are running plain and simple.
Problem that causes computers to move at a snails pace is that whenever you buy a computer, they have a lot of garbage programs that start themselves as soon as the computer is turned on. So they are running in the background even if you arent using them, or dont want to use them.
AND everything you instal a program, chances are they will set itself up to run as soon as WINDOWS STARTS, and the more programs you install, the more stuff you have running, the slower your computer is going to be.
Lets say you have Windows XP. And you have your aol, Windoes Messgenger, Quicktime, Adobe all running in the background, and you only have 256 MB of RAM.
Since windows XP gobbles up 128 right there, youre already almost to capacity with all the other stuff running as soon as Windows starts up.
Thats why your computers slow.
Do a search on how to disable the start up programs.
I only have my firewall and security programs running at start up (since I have broadband and its always connected)
With my second computer -- which is a stand alone, I have nothing but the operating system that starts up
So, its up to you to determine what programs you want running in the background. Just because you learn to turn them not to load when windows starts up doesnt mean you cant use them.
All it means is it wil take a small amount of time to load when you do click on the programs you want. But its better than having your entire system slow down at startup
So..google search which programs and how to disable start up programs..and that should get you running faster.
I would tell you how, but if I did...there'd go all my computer customers
I could do it very easily if you wanted me to remote access your computer...email me if you want...I accept paypal..and I only charge $10 for cleaning out a system vs the 30 Best Buy charges for doing less than what I do.
dont go to Best Buy..its a rip off

Do as they say.Press ctrl -alt -delete all at once.it should show only what you are doing. There may be some checks going on.If there's not more then three items on there when you check just leave them alone.Anyway that is what running programs means.

F*cking moron. A running program is a program that you are running. You answered your own question. F*cking pathetic. And running too many programs CAN speed your computer down.....but there are a lot of external forces that determine whether or not it does, and how much it slows it down. They are called memory and processor. Do a search, dipshit.
