This picture is blurry but not TOO blurry. i just want to be able to see this ring perfectly. im curious as how to fix it. i have tried everything i know of and nothing worked. i want it crystal clear so i can see it perfectly.

You can try some photo editing software to sharpen up the photo. Adobe Photoshop is the number one choice for professional. From Photoshop filter menu, try 'unsharpen' filter.
Photoshop or any other photo editing software can only do so much in terms of fixing blur photo. To get sharp photo you need to start with taking the best possible snapshot. Things you can do to eliminate blur are:
1) Use a tripod so your camera does not shake.
2) If you are not using tripod, take the photo in well lit area where shutter speed of the camera is not below 1/60 th of a second.
3) If the above tips are feasible, you must use a flash.

If you have paintshop pro 9 you can fix that easy with just a click of a button.

This image has a lot of problems and the biggest one as you recognized is that it is motion blurred.
Like Dr. Sam said this image is beyond recovery.

While you can help SOME pictures, this one is not even close to being saved. Even the sci-fi stuff they supposedly use on CSI wouldn't be able to help you here. Sorry.

Take a picture with a better camera, use a tripod, use a flash.
