We're both 16, go to the same school, been friends for about 3 months and I want more. I'm 50/50 as to whether she feels the same and I was just wondering if there was any way of asking her out/telling her my feelings that would make it more likely that she'll say yes?

Flirting. Guys can do it as well as girls. Smile, pay her little compliments, keep it light-hearted and positive. If she responds well, ask her out to a movie or better still, somewhere where you can chat more easily.

Don't go for a big declaration of love or anything, as you risk scaring her off. Asking her out with a bit of emotion by saying something like 'I'd love to take you to a movie' gets the message across that you like her.

Do a search for previous 'flirting' questions in Yahoo Answers for advice on how to do it.
