my 6 year old has skin tags on her legs problem is they have begun to get hard and one of them is inflamed.?

what could the problem be?
i will be taking her to see the doctor this week
they are not causing any great discomfort to her besides chafting
the inflamed one is very red and crusty on the end .
why does she have so many?

i have many skin tags on my neck. the dermatologist has told me there is really no reason for them. the best i can figure is i inherited them from my mom. if i catch one in my brush it will get irritated as well.. i have them removed when they start getting out of control.
