Depends on the housing and waiting list. Technically, you only qualify for a 2 BR unit, but if there are no 2 BR units where you get stationed, you will be bumped up to a 3 BR automatically IF there is room. Some bases do not have much available for Junior enlisted, while others have mostly JE housing. How long you would have to wait on housing also depends on your control date( date you left your last duty station or school) , what you are entitled too, and the availability of units. Wait lists can be as little as one day to as long as 2 years. Quality and type/style will also vary from base to base, from apartment styles to townhouses to free standing homes. some will be brand new or newly refurbished, and others will be rat holes.

Housing is unfurnished, although there are lending closets availble for use until your HHG arrive( usually up to 30 days).

if the housing is PPV and has gone to the utilities billing, you will be given allowance of part of your BAH that will go towards utilities. a ceiling will be established, based ont he average usage of electricity heat and water for the area and size unit. if you stay below that ceiling, you will pay nothing out of pocket and may indeed qualify for a refund. If you go over that ceiling, you will pay the difference. Cable, phone and internet all come out of your pocket. If the PPV housing has not yet gone to billing, utilities are included, but your entire BAH will come right back out.

If the unit is NOT PPV, you only pay cable, phone and internet, all utlities are included, and you forefeit BAH entirely.

armywifehaney has it pretty down here.

1. You're only entitled to a 2 br unit (on post) until you have more than one child or reach E7. Sometimes you'll get lucky and get a 3, but don't hold your breath, especially at E3 w/o kids. (My husband is an E6 and even with one on the way we still only qualify for a 2 br; with a cramped housing situation where we're stationed, there's no exceptions through the military. When my BIL moved to Knox, he was an E4, wife was pg with #1, and they got a 3br, 2 bathrm townhouse.)
2. Sometimes there will be government furniture in the unit that you will have to sign for when you move in, which is nice until your household goods arrive, but you can request for it to be picked up before you move in if you don't want it. Likewise, most places have a loan closet that will let you sign out furniture (Army is free at least where I live) so you're not camping on the floor until your own stuff gets delivered.
3. Some posts do have a set up now where they will expect you to pay your utilities, but usually it's just your phone/internet, and if you have cable. AFN is hardwired into base housing, but those 5 channels are no substitute if you're hooked on tv.

You do have the option of living off base (and sometimes it's your only one if the waiting list for on post housing is long), and then they will give you a housing allowance. E3 married no kids doesn't get a whole lot, even in high cost areas like Ft. Carson (yep, that's what my hubby was when we were there), but if you take off post housing, you can get whatever your BAH (and if you want to pay more out of your normal salary) will allow, but you will be responsible for whatever utilities your landlord requires and sometimes even a garage, depending on where you go.

A married E-3 with no kids will receive base housing with 2 bedrooms, the houses are not furnished at all but do come with your major appliances (stove, fridge, dishwasher, you have to buy your own washer and dryer), the only bills you pay are the phone, internet and cable.

Exceptions are; If you live in privitized houseing, you will have to pay utilities, but they give you an allwance as part of your BAH to pay for it.

first question.. 2 bedroom place, be it town house or apartment

second question.. no it is not furnished, you have to request a list of furnishings you need

You only pay phone/internet if you have it. You don't pay electric bill unless you live on one of the bases that have recently implemented utility billing.

i live on fort stewart and you would live in a 2 bedroom apartment. there are 2 apartments on each side separated by a stairwell. very small, with no yards. we still don't pay utilities yet, but that will come eventually. the housing here is run by civilians and not by the military anymore. it's privatized housing. you pay for your phone, cable and Internet. all the military bases have different styles of housing for families. you can go to www.https://onestop.army.mil/ to view the different bases and housing.

first it depends on were you are stationed,, most likely 2 bed room apt, or duplex,

it will not be furnished, but you can get furnishings from the military

you would have to pay for your phone, cable, Internet and stuff like that,,,, not the water, heating electric, or rent.

You can get a housing allotment and live off base or take the base housing. (At least at the bases we've been at it doesn't matter if you have kids or not...if you're married you can be off base ....and my husband came in as an E-3...we never lived on base...always took the allotment as have all our friends...none of them have any kids and are E-5 and under)
Neither is furnished
You have to pay everything out of the allotment if off base and if on base you pay for the extras (phone cable internet)

a one or two bedroom duplex.
(two houses joined together)
unfurnished,
only bills are phone, and cable.

be ready to wait 6 months. for an E-3 you might be better off living in an apartment off base. your BAH will be much more than rent+utilities. the bad news is you willl have to drive onto base in the rush hour traffic.

you have 2 choices you can live on or off the base. on post housing you pay phone, internet, cable. if anything breaks the government pays for it. off base it is an appt. or buy a house. but if you live off post you get bah and that is a set rate that should cover rent and all the utilities. off post you buy every thing your self. on base you get some stuff, but you still need to buy a lot of stuff.
