The current highest grade in the Army is General, paygrade O-10. This is a four-star general.
The last of the 5-stars was Omar Bradley, whose grade was General of the Army. There is no current authorization in Title 10 of the United States Code to promote an officer above 4-star rank.
Two officers in U.S. history have received the grade of General of the Armies, which is senior to a 5-star general. John Joseph Pershing received it as a retiree. President Ford posthumously appointed George Washington to the grade of General of the Armies as well, declaring that he would always remain the most senior Army officer. While this rank is conceptually equivalent to a "6-star," no American officer has ever worn six-star insignia.
The President of the United States is Commander in Chief, but he is not a member of any branch of the armed forces.
The senior enlisted position in the Army is that of Sergeant Major of the Army (paygrade E-9, but receiving a special rate of pay). Only one sergeant major holds the position at a time. While holding the position, that sergeant major is senior to all other Army enlisted personnel.

Many countries consider their head of state to also be the commander of the military, especially at times of war. For example, the U.S.A.'s highest rank is Commander In Chief and is reserved for the current President.
Apart from that, it's usually General.
In different branches such as the Navy and Air Force, it's Admiral or Marshal.

the president is in charge of the army but the highest rank is a 5 star general but is no longer in use. general pershing from WW1 was a 5 star general and had the title general of the armies and is knowen as the highest rank.
and the highest enlisted rank is sergent major of the army.
