Many people make puns consciously. And the "excuse" is more often used as a way to draw more attention to the pun, so the listener/reader doesn't miss it.

Because unfortunately, not everyone's Shakespeare.

People's puns just automatically suck to the point that an apology is and always should be packaged right along with it.
