My father took pleanty of pictures of the family.
The black and white ones have faded with time.
Is there something I can put on them to restore thier
brightness. I remember when he took the pictures
and after they developed he would put some type of liquid on them that made them look better. Now they look
brown any way to make them look better?

Wow, that does take me back, had one of those myself in the 70's. The liquid was a fixer if I remember right - that is, to stop further development. Pretty smelly.
Best thing to do is to scan the pictures into a computer and clean up the image, there are many programs for this. Then burn onto a CD, your pictures will last 100+ years this way.

Your best bet is get access to a high resolution scanner. Sometimes Kinkos has them. Scan them so they are digital, and find a program such as Paint Shop Pro or Photoshop CS 2. These programs have very powerful photo restoration tools. Don't do anything dumb and send off your originals or modify the originals, you want to preserve those.

a laquer finish, go directly to a restoration of old photos or call them they charge a lot. Calling can help you do the work yourself... take care of those asap.... never want to lose those special moments in time!! good luck.

There is nothing chemically you can now do for these photos. Scan , retouch, and reprint is your only option.
