Gosh that's a toughie, both can still your heart with those eyes. Guess I would have to say basset hounds have the most soulful-looking eyes? Great Question

I breed cocker spaniels and I must say most cockers do! Those eyes can melt a heart and you can never stay mad at them when they look so sad!

Well we have 2 Bassets and they have they saddest looking eyes, but they also are very profound

Oh i would have to disagree with the other people i think cockers do but maybe that si cause i have one.
She has the true meaning of puppy dog eye's i can't even get mad at her even if i tryed.
