Does this mean that it's good for the whole month of November or just up until October 31st?

Your registration expiration date, as set by most Department of Motor Vehicle Divisions of most US states use similar
jargon or vernacular words and statements.
Good thru November 2006 alludes to say that when midnight of Novemeber 30th is reached, or the last minute before midnight
is reached, on the next minute, your registration date will be in violation of the expiration date.
So one minute after midnight on November 30, you will be in
violation of the law. (administrative) not criminal.

In California - only trucks expire on the last day of the month. Cars expire ONE YEAR from date of initial purchase which could be any time in November - check the registration instead of the stickers on the plates.

it means your going to have to re-register it in the end of November or you,ll get a ticket for expired license plates on the car,its that simple,,good luck,i hope this help,s.

It means you must renew it by 11/30/06.
