There is no Severn TUNNEL? Is there???
Oh hang on, yes, there is. It's a railway line, and hence probably off-limits to civilians I would have thought.
Get a job with railtrack on the engineering staff and you could probably go down there as often as you like, but TOURS? Fat chance, especially on a busy main-line railway tunnel!!
I'd advise jumping on a train from Bristol to Cardiff, waiting until you enter the tunnel and then press the commication cord to halt the train and jump out in all the confusion! Then you'll probably get a free ride in a police car into the bargain!!

Organise it outside the tunnel, it will be easier to do and not so dark, then when it's done, you can go in the tunnel.

As it's part of the main line railway system, I don't think you stand much chance of being allowed in there except on a train, like everybody else.
