Cable testing for a new 3 conductor cable on the drum and/or terminated in place prior to commissioning is as follows.
Core to sheath (armoring) with the other phases grounded 2 x 1.73 x Line to line voltage + 2kV.
Line to line test volts 2 x line to line volts + 2kV
For single core XLPE cables = twice working voltage.
(note: when hi pot testing, the cores not being tested should be grounded to eliminate any capacitive build up)

Acceptance of hi pot test should be any figure (ma) that does not trip the tester.


For a cable already in service it should not be hi potted to more than working voltage. ie. between phases and phase to ground/earth.

It should be understood that hi potting HV cables stresses the insulation if pressure testing above the working voltage.

Test to double the working voltage.

The simplest answer is, the cable is pressure tested to 19000 volts.
