It does not have a glossy finish, but looks by the colour that it must have been treated with something. It feels slightly rought to the touch. Do I need a primer, and if so, does it have to be a special primer?

Cedar CAN be tough to paint because it has sap / pitch which may bleed through. Therefore, my suggestion would be to 1) Clean the wood - removing any grease, etc., 2) Prime it with a "stain blocker" such as BiN or Killz. A (very) few more dollars than regular latex primer but the most valuable part of your project is your time. Do it right. Do it once.
