The microwave will only cook it if you keep it in long enough. Some microwaves can be set to defrost, just look for the button.

I agree with some, the safest way is to let it defrost in the fridge. But, as long as you are going to cook it thoroughly, leaving it out or letting it defrost in a sink full of hot water should be ok.

True, the microwave will cook the meat. The safe way, is to put it in the refrigerator to let it thaw.
Personally, for YEARS I've left FROZEN meat out on the counter overnight then put it in the fridge to keep cold. Fortunately, I NEVER got sick. I've also given FROZEN meat a cold water bath in my sink for a few hours to help it to unthaw.

either put it in some warm water for a few minutes(not too hot cuz u dont want it to cook yet), or microwave it for a few minutes.
