College and university tuition increases as their cost increases. For example, health insurance benefits do not remain stagnant and go up each year. They have to raise their staff and professor's salaries otherwise they will lose top notch instructors to private industry. Energy such as heating and gasoline eat into the budget for such things as transportation and heating the buildings. Also, as the buildings age, repairs need to be done parts replaced on various things. The flip side of the increases is having a shopping list to hand in on various office items per semester to hand into them such as copy paper, ink jet cartridges, toilet paper, pens, etc. I know several school districts who do this, and the parents hate it.
