If your oven is properly functioning, you shouldn't have to wait more than 10 minutes. Although most ovens have a light that will turn off when the oven's ready, this only works if your oven is perfectly calibrated (which most aren't) -- most ovens run at least 15 degrees too hot or too cold.
To make sure your oven's at the exact temperature you need for your recipe, you're best to have an oven thermometer that you keep inside your oven and check to make sure it's at the temp you want.

It should usually make a ticking noise, or a light will go on/off , considering what kind of oven you have. If it's an old oven, it will probably take longer.

Just let it warm up for a few minutes, maybe 10 minutes at the most. It should reach it's temperature by then.
