This is not REAL. It's a fake business letter I am writing for school,

and I just need to know who to CONTACT. Who should I address the letter to? I don't know the correct offical I need to address my letter to.

We in Illinois contact the county animal services. They control the registration and enforcement of leash laws.

This is exactly the kind of thing that would be covered by a local ordinance. You need to look up the address for the governing body of your municipality. Most states are divided into counties, and most counties are divided into townships/boroughs/etc. It's the lowest level of government that is going to deal with cat leashes.

If your municipality has a mayor's office, that could work too, but the mayor doesn't actually make the law, local legislators do. These could be a city council, a board of supervisors, or other equivalent body.

The one place you *don't* want to send a letter is animal control, as they don't make or change laws. They merely enforce the ordinances instituted by the local legislature.

Contact your local City Council Person. I am sure there is one in your district. If you were ever serious enough to do that it would have to go before a City Council Meeting.
