If this is a foreign language for you (as in my case) find an environment where you have to deal with people in English. I worked side by side in an organization with a Canadian volunteer (from the English-speaking part of Canada). Great for practicing! Expats meet in some bars/discos and hang out together: just find out where. The great thing is that they don't even have to be native speakers of English, as long as it is the only common language between 2 people, you will use it with all the confidence you need. :) There is something really cool when you realize that the only reason you and the Portuguese guy next to you can talk is because you learned a foreign language! Best of luck!

Call up the consulates in Chennai. They may be running the classes with volunteers or may give you some info that they may have on the file.
For English you have choice between few countries.
Check paper for advertisements.
Use Internet, Google and the Web Search Button, both are at the top of this screen.
Telephone books may have the telephone number of classes or individuals.
Visit/call the colleges High Schools and talk to the head of the various department they will have good info.
Try to learn one language at a time.
You can start your own club, meet few times a weak and use the language for an hour or so to practice.

Find someone that can tutor you english or have a really close english friend correct you when you say something wrong. The more you speak, the more you'll learn. Listen to people. Go out and just listen to conversations.

Practice, practice, practice. Find yourself a native speaker of English and ask them if you can practice with them. Let them know that it's ok, in fact you'd prefer it, if they correct you when you make a mistake. If they happen to be an attractive woman, so much the better.
