Change your browser. I recommend Mozilla Firefox.

Spent all evening trying to sort my computer out as having problems. Someone here suggested Firefox. I downloaded, went to Flash website and read that it isn't for IE. Maybe thats why so many are having problems. I have no problems with Flash 9 now.

Uninstall it from add/remove programs and then re install it.
your a noob saying get a mac. Macs are not good with third party apps and this has nothing to do with the OS.
If anything you should try out firefox if you cant get flash working in IE

try closing IE and then trying again. If youre still not having luck try rebooting your whole computer.
If thats still not working: uninstall the flash versions on your pc. reboot. install the latest flash version. reboot
try it then.
if in doubt reboot. windows is occasionally a bit fussy and needs to be booted a few times.

Download opera it's a great browser, way quicker than internet explorer, i've been using it for years without any problems..
