I was in the US Army for 4 years. I was enlisted and yes, I dated a couple of officers.

it is a violation of the UCMJ to fraternize between officers and Enlisted unless you can prove a pre existing relationship.. dating prior to entering military service, for instance, or one member being accepted for Commissioning from enlisted ranks.

it si strictly forbidden if you are in the same chain of command.

No. Fraternization is a violation of the Uniform Code of Military Justice. You'll ruin two careers.

your told not to but it does happen, as long as they are out of the chain of command they can only give you a hard time.
