Probably muscular. Have you been walking on an uneven surface more than usual or wearing shoes with a different size heel than you are accustomed to? If neither of these is the case, watch for more pain and increased heat and swelling as these may be indicators of DVT's (which would not be likely in both calf muscles at the same time). If your pain worsens see a physician immediately. Gently stretching the calf muscles with the knee straight should work out the soreness if the pain is muscular.

This is from personal experience. After a late nite party and imbibing too many alcoholic drinks your body is dehydrated and you may be woken up in the middle of the nite with cramps in the calves. If this your experience, just drink 2 to 3 tumblers of water and walk around before returning to bed. On the other hand if the calf pain is very frequent and without alcoholic beverages see a good Homoeopath who will cure you permanently as this maybe a case of Deep-vein thrombosis (DVT) and pain killers can't cure.

The pain in both calfs can be due to various reasons. Most common being excessive use of the calf muscles which leads to anaerobic respiration in muscles and production of lactic acid which produces pain.
U can relieve this with rest or massage.
If u stand for long hours u may have calf pain. This may be benign or it may be due to varicose veins.
So u need to get ur self checked once.
If u r a smoker or diabetic the pain can be due to lack of blood supply.
So please get ur self checked once

If it is not due to something you did recently then see a doctor.

Could be circulation related , see doctor now if you are over 30.

If under 30, rest the legs, elevate them as much as you can massage them, give cold hot compression(two buckets Hot water and Ice water and two chairs switch chair every 3 minute, on a rug). Over the counter medications, creams pail killer pills......

Allow a week or two. If not see a doctor.

it is muscle...and it is caused from over use of the legs and feet, as in walking or running long distances when you are not in condition...your muscles are saying OUCH! It will go away in a few days.
