An ATSC tuners are tuners that are able to pick up High-Def signals over the airwaves with the use of a High-Def Antennae.
All TVs are NTSC capable.
Good LCD HDTV, well what size where you looking for?
Do you really need to an ATSC tuner or not?
The reason why I am asking you would dictate pricing and level of quality.
One panel that I like that does have the ATSC tuner and gives you a great picture is the Sony KDL40XBR2, those are awesome panels, but are really pricey. It is also a 1080P set.

The ATSC tuner is the older analouge (sp?) tuners that are being phased out by the FCC. They are becoming obsolete, but because television is still broadcast in some analouge bandwidth, you need the tuner for it.
The NTSC tuner is the digital tuner. If you don't have one of these, your television will be obsolete by Feb. 2009 when the FCC is making digital bandwidth mandatory. Make sure you get both.
By LCD, I'm assuming you mean an LCD panel as opposed to an LCD rear projection. Please let me know if you're talking about rear projection.
A good LCD for the price would be a Vizio. They come in 32", 37", 42", and 46" varieties. You can buy them directly from Vizio off their website, but i'm going to STRONGLY recommend that you buy it from CostCo wholesale. Their warranty is INCREDIBLE. It is stated that there is a 100% satisfaction guarantee. We don't put time limits on it because you can't be 100% satisfied if we tell you exactly how long you have to be so. When a television boasts that it will last 60,000 hours, which vizio does, it had better last a few years. Meaning if you tv burns out if five years and you didn't put a hammer through the screen, then bring it back.
It's $50 a year to shop there, but with warranties like this, you can't beat it. And for that coverage, you pay NOTHING more than your membership.

look for great panel from company that makes the panels you can buy cheap panels vizio and will not be happy look up at c-net last year when the basically told you to flush your money down the toilet,the, tuners receive both the analog and digital tuners things to look for in LCD is contrast higher the better because it will give you blacker blacks and whiter whites also the response time needs to be fast because cheaper panels cant keep up with fast moving objects on the screen plus find panel that has 2 hdmi inputs plus hook ups for PC, couple of different panels Sony and samsung comes to mind ans even sharp makes some nice panels there are lots of panels out there and you need to know companies buy cheap panels and cheap components and them sell the cheap buyer beware do you really want to get your electronics advice from Costco fork lift driver one day hes in cheese next he in TVs?
