I really doubt it is the higest in the world, and tight pants and boots have nothing to do with it,
But there are alot in police positions, I think alot of it is that fellow officers don't judge them or care, to them they are still "blue" a fellow officers, most officers don't judge other officers for race, sex or anything, they are all brother officers.
