the problem in few words i want to make my daughters hair stronger fuller and mantin its smooth greasy type without using chemicals or oils
so shaving or cuting it may helps or will make it curly

yes. First off, how old is your daughter? If she is young (like 8 or younger) then she probably still has some of her original hair from birth. This hair doesn't tend to be very healthy, strong, or thick. Hair grows from the roots, so the hair on the top of her head should be stronger than the ends. This is normal- even if she is not little this could be the case. If it is, then I'd suggest having it cut gradually so that ultimately all the "unhealthy" hair is cut off, but she does not have to undergo a complete loss of hair. Her hair will probably never be quite as smooth as she gows older, but it will still be silky and smooth. If you shave her head, that should not affect the silkiness of your daughters hair. the best habits for having strong hair is washing it 2 or 3 times a week, applying natural or organic conditioners after washing. make sure your daughter gets enough calcium. the nutrients found in green leafy vegetables also increase the health and growth of hair.

By the time the hair is outside of the scalp, its just dead keratin tissue.....you cannot make it grow stronger by doing anything to the outside of the hair follicle.....no oils, creams, shampoos or cuts or shaving will have any effect at all on how hair is formed and what its strength is. For a young child, you may wish to keep her hair short so that it doesnt look all broken and raggedy, and use a mild conditioner to keep the hair's cuticles smooth, but nothing about shaving or cutting will affect the hair's chemical makeup.

I don't know about cutting the hair, but a couple of my friends at school (who have hair like that) use shampoo for balding people. This helps make the hair fuller. I don't know if that is exactly what you want, but you may want to try it before cutting her hair.

Maybe you should wash her hair with protein shampoo and conditioner. it helps strenthening the hair, making it stronger.
