depends of the country and the neighborhood. Find out if there is some legal restrictions about noise in your area, specially if it is a residencial neighborhood. But is always better start trying to talk with your neighbor. May be he doesn't know he is bothering you: It happens all the time.

8pm isn't bad. If it's constant, he's obviously got a project that he really cares about. Put yourself in his shoes.
If this were midnight hammering, I'd have some objections.
In any event, if you have to approach your neighbor about this after a few more incidents, be polite. Maybe strike up conversation about the project. Who knows?You might find that you'd like to help. Maybe his trade could be beneficial to you.
There have been times that I wanted to go and ask my neighbors if they could hear the noises of my punching bag because I care to be courteous. I haven't had the opportunity to do that without being creepy, so I just try not to make noise in the evening hours.
Just go talk to him if you can;t stand it.

In the city I live in, the noise ordinance takes effect at 10:00 p.m.
I would call your city administration building to find out what their code states.

I believe the breakoff time would be 11pm. In my community the police do not respond to these calls even in the midde of the night
