I have that exact car. City is much less, more like high 16-17, highway is more like 25 26. I assume when the EPA tests them they drive like grandmothers, or whomever tests them. I try to drive rather conservatively, but will go over the speed limit on the highway, usually 65-75 depending on traffic. In the city I don't floor it to every red light.

The mpg gas-rating for a 2003 Nissan Altima 3.5SE is 19mpg city, 26mpg highway.
