IAS is the Indian Administrative Service which is a professional cadre of bureaucrats. You have to pass three rounds to be selected to this top level job. Preliminary , Main exam and a personality test (interview). You can get more details from the UPSC (Union Public Service Commission), Dholpur house, New Delhi 110011 and the exam is called the Civil Services and you can find the notification, syllabus and other details from "Employment news" (English) or "Rozgar Samachar" (Hindi). Good luck.

question should be How do I become IAS officer?
Sorry ...I did not meant to hurt you. But you can correct your self. In India one need not be very clever to become IAS officer. 1.You should know good English, 2. You should have strong mug up power to store all stupid things in the history. 3. One should look good and clever even though he is donkey inside.
After all luck favours most.

Civil services special edition of Employment news will be published in the last week of November this year. Buy that employment newsletter and you will be aware of all the options and the scheme of examination. Furthur, if you happen to be in Delhi, go either to MukherjeeNagar, or Katwaria Sarai and you will meet many aspirants. Jawahar Book Depot in BerSarai will provide you with all the relevant books on Civil Services. Further there are good coaching institutes in Mukherjee Nagar and Rajandra Nagar. also subscribe to some nice civilservices oriented magazines like Chronicles, Pratiyogita Darpan etc.
Best of Luck for your exams.
