In America, you can burn any flag as part of your right of free speech. While flag-burning may not be a popular thing, it is certainly an acceptable form of political speech. Some in America are against allowing such rights, but they only seek to restrict a right guaranteed in the US Constitution. Not that flag burning is mentioned in the Constitution, but the idea behind it most certailny is.
Other countries may not allow such freedoms, so be sure to research such an act before you try it, if you intend to. Many countries are too worried about offending a certain sub-section of the political world and try to stop such acts. In my opinion, they are wrong.
