Despite what American tourist guides say, Pigalle is relatively safe if you stay within the lighted areas, keep purse/wallet close to you, and avoid eye contact with people. Women alone may be approached, but avoid eye contact and just keep walking, and they will leave you alone. Avoid the small stores at night (the "convenience" type stores selling liquor/cigarettes) if you're a woman alone. A charming place to visit is Le Chat Noir. The entertainment is great. The bartenders are charming and accustomed to tourists. Ask them for a picture with you. The desserts are scrumptuous and the atmosphere is charming. It is a very famous place and close to the Moulin Rouge.

I stayed for a week in an apartment right up the road from the Moulin Rouge (in the Montemartre part of Paris). At night the main street that the Moulin Rouge is on it was very busy, and seemed very safe with all the people around. During the day, I walked from the apartment we were staying in by myself to the Basilica de Sacre Coeur (name?) and in the Montmartre area and it was perfectly safe. There's a road that I was advised to stay west of, but I don't see it on this map. This map shows some of the Moulin Rouge area and the apartment that I stayed in (http://www.parisvacationapartments.com/maps/map_lepic.gif).
It was different to walk down the Blvd. de Clichy - During the day it is very quiet, but you can see all the signs for all the clubs - let's just say that that there is something for everyone. We did go to a show at the Moulin Rouge. Definitely just for tourists, but a neat thing to say "I did it". Like a Vegas show (topless girls, men, doing rockette dancing).

Its in the red-light district of pigalle.
Like anywhere in a big city, if you stick to well-lit areas full of tourists and take the normal precautions of leaving valuables and flashy jewlry in the hotel safe, you should be okay.
However, take a look at the crime report link below, which has general advice on paris and also says "Pigalle and best avoided after dark unless with a tour group headed for a show. Pigalle is an adult entertainment area known for prostitutes, sex shows and drugs. Unsuspecting tourists often run up exorbitant bar bills and are forced to pay before being permitted to leave."
