Have police call you back after you send them a letter that you believe someone is eavesdropping onto your phone conversations. When they call rediscuss the issue while she is there listening. She'll get the idea or she's a very bitchy land lady moron.

Get a cordless phone and then go into the room shes spying on you in. Or else get a cell phone..try and catch her in the act..ask the local police station what you can do. Its illigal for sure but it can be tricky to prove it.

Confront her.

Why do you share a phone line with her? If the phone is in her name, go get your own phone line or get a cell phone. If the phone is in your name, call the phone company or call the police.
Either way, it might be time to move. And her doing that might be grounds to get out of your lease.

"Repay no one evil for evil, but give thought to do what is honorable in the sight of all. If possible, so far as it depends on you, live peaceably with all. Beloved, never avenge yourselves, but leave it to the wrath of God, for it is written, "Vengeance is mine, I will repay, says the Lord." To the contrary, "if your enemy is hungry, feed him; if he is thirsty, give him something to drink; for by so doing you will heap burning coals on his head." Do not be overcome by evil, but overcome evil with good. Romans 12:17-21

As long as you have to live there just be nice to her and don't talk about anything that you don't want her to overhear. Hopefully she will become ashamed of herself and stop eavesdropping or at least you won't have any trouble until you can move.

Report her to the police. Listening in on your calls without your permission is an invasion of your privacy...and it is illegal!!

Tell her!
When I get calls, I don't need you to listen!
They are my calls.

If all else fails, call Tony Soprano and tell that you did.

then destroy her privacy. maybe by sneaking into her room and then surprise her. or steal some clothes and put them somewhere else in her house where she will never find it. there are a lot of ways to diappoint a person.
