Only if you have normal to dry hair. It can be applied before using a shampoo as it helps in retaining the moisture and is termed as a good pre-shampoo conditioner. If you have dry hair, then oil will certainly help because without it, the shampoo would wash off the little-left natural oil (sebum) in the hair,making it worse.

It depends on the grade of hair you have.
If you have noticed that you must wash your hair everyday, then it might not be a good idea to add oil to your hair; however, if your hair is naturally dry, then consider adding oil to achieve your desired effect.

sometimes but if your not sure ask some one to help you just in case you can't see which part needs some more oil

Do you mean when styling? I think using a conditioner when you shampoo is a good idea, ESP. if your hair is long.

If healthy no...if severely damaged then yes, but nothing but time and trims can truly fix damaged hair...
