The same as for a child because that's what they are. If you don't care if an animal is hurting or needs help, then find another way to occupy your time.

it is the owners responsibility to ensure that a pet, is fed , watered, has adequate warmth and shelter. recieves proper medical treatment when in need...and is in genral kept pain free and in a happy mental state.
