Here is the legitimate way:

according to the latest official announcement from People's Bank of China, dated 2004.12.04, Chinese citizens are allowed to bring maximum RMB20,000 in cash per person per trip to oversea

Also what i know is, he is allowed to exchange RMB in his local bank into USD for a maximum US$20,000 annually. He can transfer that amount to oversea through the bank or money draft. But if he wants to draw cash out from the account, he is only allowed for a maximum USD2,000. He needs to apply for a special permission in order to get beyond those limits, which is not that easy.

Hope it answers your friend's question.

Your friend should have the Chinese bank transfer the money to the UK bank by wire transfer. it is very easy and not too expensive.
