Well, I always feel if someone stares at you but when you speak he can't look you in the eye it could very well be shyness but I always have a different vibe. A shy person wouldn't stare, they would only take a quick look. I would be very Leary. I make it a point to look a person in the eyes when speaking to them and if they don't do the same it makes me uncomfortable.

Well itmeans that he's very shy and introvert. Probably not too keen on disclosing his feelings. Perhaps this boy likes you? That is the classic sign that a guy is in to you. Try looking at him back and talking to him more. Perhaps he'll open up more.

Either the guy is a shy person or a typical person whose habit is like that, and this type of person normally can not be influenced by others.
