It is legal as long as there is a letter of consent that both parents are allowing their child to travel alone or with somebody else because he will be considered as minor.

it is possible yes, but you have to tell them when you check in at the airport if not before so the can organise one of there staff to look after your son whilst hes in the airport.
My gf has gone through the same situation with her daughter

as long as he has a passport and a valid visa then it should be legal....however i think he's too young to go overseas alone with his friends...maybe you should find some adult to go along..but that's just my opinion...the decision is yours!....
