I don't know, maybe it's just me, but personally if a total stranger (no matter how gorgeous he is) came up to me on the street, I'd be mortified and walk the other way. Purely for the reason that in this day and age, we are conditioned to stay away from the unknown, and it's not really safe to talk to strangers (esp strange men) for all you know they could be the next ted bundy

By doing that alone is not a best way to know a girl, but if you must, just try to put on an innocent and sincere face, approach her and say " Hi, can we make a friend" simple as that, but you probably won't get the respond you want especially sensible girls because today, girls in the society today are getting smarter and almost on par with men in the corporate world.

first ..fix ur looks
when u finished with that
watch around for some signs of girls not so busy
when u find her
just come close ,,smile and say hi..
talk to her about her shoes for example or her hair style
this will break the ice
then just talk without looking so depirate
she may be engaged
so dont give up
try once one more with another girl
till u find her ,,She is there waiting for you

dude, there is no best way to talk to a strange girl. one can only imagine what goes on inside her head & how she may react... but ur chances are good if before u go & talk to her...
1) you make eye-contact
2) you smile at her
3) she gives you a second/third (non hostile) look
4) she smiles back
of course, all this assumes that your looks deserve a second looking. if you one of the not-so-great-looking types but can make wonderful small-talk then go for it.
