I don't know, your writing is excellent.
But if you want to speak fluently, you have to do three things: 1) dive into the language. Speak nothing but English, and have it spoken to you. 2) ask people to correct you when they feel like it. At first you'll be corrected all the time; eventually the corrections will go down.
3) and most important. Eventually you will plateau. You will speak well enough so that anyone can understand you, but you will have an accent and use incorrect tenses and phrases. Now comes the 90/10 rule - 90% of your effort will be spent improving 10%. You'll naturally find yourself not caring - not studying as much, not concentrating as much, not spending as much time at home working on your English. In some ways that's fine - like I said, everyone can understand you, you'll just be making mistakes but people will cut you slack because you're foreign. On the other hand, you'll make mistakes. If you want to become truly fluent, understand that, by far, the longest, hardest, most intense part will come when you're already fully understood, and you're trying to get to the point where you minimize your mistakes.

Firstly, overcome shyness of trying out a language that is foreign. Talk as much as possible. Let others know you are working on it and let them correct you.
Secondly, stick to english speakers as much as possible. Usually, foreigners stick to people of their own countries subconciously because of language difficulties and shyness to speak.
Thirdly, watch t.v. and pick up day to day sentences. Pick up whatever looks usable, from simple greetings to slang and jargon. Certain phrases are important to be accepted as a native speaker.
In time you will find yourself speaking faster and more accurately but then comes the peak, after which you will be well understood yet making mistakes. This is the part where you will have to keep up your interest to learn and have to push yourself to correct yourself. This is the hardest part to overcome. Always keep track of what you are doing wrong, refer the correct form, write it down and try to use it the next time. See what is different between what your friend says and you say, and correct it.
Lastly, let the dictionary be your bible, keep a small one close to you and keep browsing and memorising words and meanings. Start with a bilingual one, but shift to a complete english one as you get better

Do not take advice from persons using the text messaging as this can be confusing if you are trying to learn to spell. There are advocates who help teach immigrants to speak the language. Go to your nearest public library and ask about programs to learn english.

Try to find an English as a Second Language class. Call the colleges in your city and ask where you can find a class.

to speak english fluently, u need partner to speak to. people would laugh.. but its ok because u are still in the process of learning. when u speak to people a lot, it will increase your confidence. reading and watching tv is helpful but to learn language, practice make perfect.

get a tape recorder and a tape and watch some tv show, record it and then playback the tape and try to repeat the words [ a little at a time] or tape the news.....or tape something on a radio [talk show] practice makes perfect..i know it is hard to learn a new language, but not impossible....

I commend you on at least trying to learn the language better, unlike so many immigrants who want their language to be learned by the rest of America.
