My Boyfriend Did This For Me Last Year .. Get A Box Of Chocolate .. And Open It .. And Get Just a Little ( Doesnt Have To Be Expensive) Ring ..And Just Put it As A Promise Ring To Always Be There For her .. so sweet. let me try to help you out but i am not sure that your gf will like or not but still just listen what i say,if you like my idea then try it out practicaly.
1). be first to wish her.
2). if you both are in same city then sharp at 12 ring a door bell and keep flowers in counting of her age.like if its her 21st birthday keep 21 flowers.
3). celebrate her birthday all alone just you and her.
4). go at some open place and wear a jacket with pocket and then when you reach at the place take out two glasses from your pocket ,then the drink from another, then a rose from your jeans pocket and then a ring or a pendant from other pocket.
5).gift her and then give a kiss saying "i love you"
ya if jewellery is fake then too specify.she will not feel bad as for a girl nothing can be such wonderful gift as this when her boyfriend adopts different things and ways to show how much he care for her and love her.

If you want something a little fun and a lot different I have a couple of ideas.
Depending on how old she is, if she has a car you can tie ballons to her review mirrors (the ballons = her age) and then on the hood of the car spell out "happy #th birthday" in hersey kisses....
(This would have to be done early in the morning before she gets up so its a surprise when she wakes up and goes to her car)
If you can get into her room while she is gone...you can blow up a ton of balloons (cover her entire floor with them) and in some of the balloon you put notes. You can do a couple of things with the notes....you can put in reasons why you like/love her, you can put in coupons (things you will do for her as she turns them in) or a combo of both
These gifts seem to give better memories than just the material things...they are fun for both of you, and to her it will show you put in some real effort past shopping

You don't mention how old she is or how long you have been together so it makes answering this a little hard. Girls love bath stuff, perfume, gift certificates to their favourite stores, going out for a nice dinner. Think about her hobbies or things she collects. You can buy her something for her collection. Buy her a nice flowers or take her out to dinner and you could also setup a romantic dinner with her with candles clean house and some nice food. Your could also make love to each other that would be nice? One more thing that would be very good why both of you take romantic bath decorate the bathroom and light a candle that would be really nice you choose what you what to do?

Take her out to a nice restaurant, play her favorite music when driving out, and give her a nice back massage, you won't even need candles or oils (that might be going overboard if you do... save it for valentines day). And of course, a birthday card signed with your sincere love :)
