A cocktail is the generic name for any mixed drink.
A well drink is a cocktail made with the lowest end liquor the bar carries, and usually involves only the basic liquors such as vodka, tequila, gin etc. So something like Jagermeister that does not have a generic version would never be a well drink. Call is the next step up and Premium is the best. Every bar has their own well/call/premium liquors

Nothing at all. Now, of you mean the difference between a well drink and a call drink(or a Premium or Top Shelf) that's a different story. A "Well drink" is a cocktail made with whatever liquor the bar wishes to use. Usually cheap boos also called house liquor. Usually kept down below the bar, out of sight and in or near the ice well. A call is when you name the brand of liquor you want. This selection can be divided up any way the bar sees fit but generally Premiums will be eye level on the back of the bar. Top shelf is just that. On the Top Shelf and is the highest priced premium call liquor in the bar.

way back when, before umbrellas, the rich used to put the feathers from their favourite ccok fighting birds on the trays of drinks brought out for their guests, while slaves used to have to drink well water.
Eventually, people started stirring their drinks with the feathers. But there was a certain gentleman, Brian or Byron Clinton, who had a few too many drinks stirred with feathers and was sexually agressive with either the female help or the female hostesses. He was said to be under the influence of the tail of the cock, which was a sign of prowess.
Anyway, after that, the saying got started about cock and tail, and eventually it ended up being a common word in the 1930s bar scene, and led to the common association with drinks in the 1950s.... and we still have it.
But, well drinks are still wter pumped from wellls.

A well drink just means you want the cheap alcohol instead of the expensive stuff.
Cocktails are made with either the cheap stuff or with your more expensive preferred (call) alcohol.
